What is the best approach to test if the Wiring board is functioning properly?

verify all steps here: http://wiring.org.co/hardware/software_setup.html
the Wiring board originally has this program loaded, if you changed it try to upload this program again, the board amber led should blink after uploading and reset:

 // Blinking LED
// by BARRAGAN <http://barraganstudio.com>

int ledPin = 48;           // LED connected to the Wiring I/O board pin 0

void setup()
{
 pinMode(ledPin, OUTPUT); // sets the digital pin as output
}

void loop()
{
 digitalWrite(ledPin, HIGH);   // sets the LED on
 delay(100);                  // waits for a second
 digitalWrite(ledPin, LOW);    // sets the LED off
 delay(100);
}
