Is there a way to know what the maximum speed for switch ALL the digital out on and off from info received throught the serial port?

I am looking at building a screen made of solenoids valves hoocked up to Solid State relays and driven by max throught the wiring board.

Wiring clock runs at 16Mhz, which is quite a lot for many applications, one thing could be to analyze how many times per second your screen should be refreshed and decide the proper delay or timer in the loop.
